Can I bind the capture to the Print Screen key itself?
Not in the browser: Chrome does not let extensions use the PrtScr key. The combinations can be changed to any others in the browser's extension shortcut settings.
How is this different from the Print Screen key?
PrtScr puts the whole screen in the clipboard with no editing. Here the hotkey captures only the area you need or the full page with scrolling, opens the editor right away and can hand you a link instead of a file.

The extension for Chrome and Opera installs from the browser store via the button on this page. It is free, with no sign-up and no limit on captures.
Is there a print screen tool online, with nothing installed?
The capture itself needs the extension or the app, because a website cannot see your screen. Everything after that is online: the capture uploads to the server and opens by link in any browser.
What if a combination is taken by another app?
Open the extension shortcut settings in the browser and assign your own combination to each of the three actions.
